Absolutely not. They're not "standing on the ground" until they're given the green light by the representatives of the Apostle of the Age, even if they're thousands of miles away. And these representatives, as we all know, are
not part of any human organization, they eschew hierarchy, and they respect the "administration local" of the church, even as they care for the "Body universal."
