Personally I think these ordinances developed when Catholics, who believed, claimed that their infant baptism was "good enough." The bible clearly states that water baptism follows faith.
Baptists clearly are right to teach water baptism, and this following a confession of faith, but demanding that the water be their own exceeds anything written in scripture.
