Is there a solution to this problem? Paul does say that he desires that we all prophesy. How do you make sure that only the "certain sounding" prophesies occur? How do you practically make sure that errant speaking that does NOT build up is squashed, without embarrassing or deflating a person?

The speak-when-you-feel-led model works fine in small groups and bible studies. Most groups of 15 or less people work well this way, and do fine, because the setting is more intimate and conversational. But when you have a room full of tens or hundreds of people, where it becomes less personal, you begin to have problems.
Paul did say "when the whole church comes together" all may prophesy, but I doubt he had in mind the model where one person would stand up and say something and everyone else would shout "Amen!" He was probably envisioning a more intimate meeting.
Like most LC practices the testimony model was put on auto-pilot long ago, and since nothing the LC does can be wrong there is no means of in-flight course correction. So strap yourself in and try to enjoy the peanuts.
