Paul does say that he desires that we all prophesy. How do you make sure that only the "certain sounding" prophesies occur? How do you practically make sure that errant speaking that does NOT build up is squashed, without embarrassing or deflating a person?

This is why no elders/pastors/ministers on earth would build up their churches with pop-up talks by all of the members. The result is often times just confusion.
