The reason is:
Eph 4:13 Till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fulness of Christ:
Whether Paul kept the law or not. I do not think he kept the whole law all the time after he became a Christian. I think he ate pork with Gentiles and other such things, so technically he was breaking the law.
Actually, Paul did not keep the law before he became a Christian either. He was a murderer.
