Therefore the issue is the urban population of the metropolitan area, under that measurement there are 25 million people and it is very clearly one of the biggest metropolitan areas in the world (by population) with Tokyo being the only area that is significantly larger, a city that was also threatened by NK when they tested a missile to fly over Japan.
The fact that NK has directly threatened both Seoul and Tokyo, 61 million people, clearly is their point of leverage with the US.
