This is because the
quarantine analogy is just employed to get members to let their guard down. Seemly, the discipline or corrective action is 'gentle' as opposed to a traditional excommunication, however, the end action is exactly the same, it's an excommunication.
Not only that, but members might assume that leaders were being gracious to the person(s) in question. If leaders initiate disciple in a seemingly hesitant or restrained way, to the average Joe, the validity of that action seems all the more reasonable. In the minds of members, it has the subtle effect of validating the action of leaders.
And the main thing that's missing in the whole equation is proof and evidence of what actually happened. When Lee was in charge, he didn't want to be bothered with providing that. The blendeds are the same. Thus
quarantine is a both manipulative and convenient excuse to go about doing whatever they want.
