Decades of indoctrination in the LCM have taught local elders
not to take any action. Leaders like WL and TC regularly would "make an example" out of brothers who made a decision on their own, or attempted to follow the Lord on their own, or made a local decision which they disapproved of.
Public embarrassment is a strong disincentive to "taking action."
