In general, it seems like they really only care about those who are on the "front lines". The very people who are struggling or are in need of shepherding are usually blamed for their problems. I've heard things said that the reason people are unhappy in the LC is because they don't have any "new ones" or they are not shepherding someone. It's essentially blaming the victim.
