As for it being a "local matter", Benson was in Dallas in 1977. He traveled to Houston to do the deed to the Andersons. So if it was a local matter, Benson should have stayed at home.

In 1977, Benson was a rising star whose star had not risen to the level of Archbishop of Texas. He was just the "most leading brother" in the Church in Dallas who overstepped, exercising "extralocal authority" over the Andersons.
