There is a hint about deputy authority in the bible, but my understanding is that it refers to secular authorities, not church authorities. Yes, that is definitely in reference to governmental/secular authorities only. The co-workers do a nice bait-and-switch with that verse in one of their shepherdingwords articles to try to apply it to themselves, but all you need to do is read the verse in context to know they are trying to pull the wool over their readers eyes.
Also, that verse simply says the authorities have been established by God. it definitely does not say that they are God's deputy authorities, or that God has given any of His own authority to them.
God granted authority to Jesus. And He establishes other authorities. But those two things are different things. (I'm talking to the co-workers when I say that).
